Adding new proceedings doesn't work anymore. #1

Short status report; After successfully posting the form some database errors occurr. Postgres complains about a function / procedure 'set_curcfg()'

Perhaps this procedure was not properly created at import, maybe this is an internal function which has been dropped in the current db version, or something entirely different...
