Describe the bug

Summary When creating a new alert a new user is created in FusionAuth. At the same time this triggers the sending of an old confirmation email.

Go to bron.live
Create alert
Go to mailbox of email address used to create alert
See two emails: 1. confirmation email of Jodal and 2. [Bron] New alerts created for

Expected behavior

Only the Bron confirmation email is sent
