Created the foundation for the docker version of the API #10 #11

-Build.sh builds all Docker Images -Run.sh runs a default stack with just 1 elasticsearch instance -Run-OCD-CMD.sh is an example to start the extraction fase

This stack is perhaps not ES 1.2. compliant.
