2021 WA bills picking up 2022 info #814

Some bills from Washington prefiled in 2021 and taken up in 2022 are now picking up data from prefiled 2022 bills.

Can you describe some of the wrong info they're picking up? I just did a quick look over and they seem to match the state site.

The bills we have were prefiled December of 2021 and OS is now picking up and adding a “Prefiled December 2022” event to these bills. The ones we are looking at died in May.

Ah, i see it now.

I'm trying to parse this myself, hoping you can add some insight since you know these bills. -- https://apps.leg.wa.gov/billsummary/?BillNumber=1668&Year=2021&Initiative=false

That's the 2021-22 session bill page, and it clearly shows a prefiled 2022 action -- is that:

  1. An error on the state site (was this prefiled in 2020 for 2021-22?)
  2. An action that should really be assigned to a new bill in the 2023-2024 session
  3. An action that's declaring this is a carryover to 2023-2024

If you don't know, no worries, but at least our data matches the state here, so i'm inclined to say it's not a bug.

The date that is on the state’s page under 2022 regular session is a 12/20/2021 prefile for the 2021-2022 session.

So I believe OS is reading this date as 2022 and adding it since there are no prefiles for the 2023 session posted yet (at least that I am able to find).

It may not be a bug but the event continues to be added the bills in our system and we have to delete them to avoid confusion, but then gets added again.

I see -- this is effectively an error on the state site -- they don't provide a year on the date.

I think WA has a legislative API for some data. I'll check later today and see if we can pull the actions from there instead of the web page, which might give us more accurate dates.

I think I have a fix for this live, we should be good for the 2023 data.

@NewAgeAirbender I moved the active session to 2023, can you run a one-off on 2022 to fix the older data on openstates?
