MA lower districts aren't matching #10

sigh it's because the LSAD property on the shapefile is 07 for both MA's SLDL and SLDU. Need to find a different differentiator.

We can stop using LSAD, which is still junk for Massachusetts in the 2018 Census files; it looks like the MTFCC value indicates SLDL vs SLDU just dandy. Switching over now. Maybe that property wasn't in the 2017 file?
