Added rails_admin to exchange #16

@jpslav This PR is for your evaluation. I think this will make the admin control panel break less. We can also add the user generator/cron runner to this console if you think this solution is good.

I'm fine using something else for the admin stuff. I would want all the functionality we have in the current admin view moved over. Per the above, I couldn't test it out, but if it works for you and the current admin stuff is broken anyway, Exchange seems like a low impact way to try out rails_admin.

Will switching to rails_admin really decrease the amount of time that the admin stuff breaks? (why is it breaking so often anyway?)

If we don't merge this asap, the bug fixes in it (pose_terms_path, shared --> layout, etc) need to get in through another PR ASAP. cc @kevinburleigh75
