CCAP Developmental Math => Note Box design feedback #1480

Feedback on "Note box" design. This feedback also applies to the Be Prepared! feature: 1) Title font is smaller than figure captions and appears to be very close to same size as note box text. The title should stand out more 2) Rule beneath title is nearly invisible on screen and in printed copy 3) Screen box behind content is nearly invisible on printed copy

@jdoehnert I will have to test background color in print before adjusting the color.

Several updates are needed to match the design spec: 1) Header font should be bold 2) Font color should be 093D4C 3) Background color still looks light, it should be C4CEBB
