Add Creating Shortcodes on openstax.org to Vendor Documentation #2709

I have a draft here: CreatingShortcodesonopenstax.pdf

We should deliver this when we deliver the notes on the CNXML complete tag list (https://github.com/Connexions/oer.exports/issues/2659).

We should figure out where this documentation should be housed... bitmoji

@brittweinstein that document covers OpenStax processes, so it might be confusing for the vendor if we add a process that they are responsible for. I think this could potentially be its own doc in this folder: https://drive.google.com/drive/folders/0BxPJKTQ_wlUAYTd2WnBTbVlYYnc (?). I also moved the "OpenStax QA Processes" doc there.
