Remove References Heading from PDF #4017

Additional notes

We have captured the footnotes in footnote element. So References heading is not needed. Kindly remove this section.

The end of book "References" section should no longer be visible in the PDF. Test content is linked above.

@clteam18 this fix has not yet been deployed to your server. (This issue was coded, tested, and closed as part of our pre-deployment process.)

Code will be deployed 1/29. I will send you an email to confirm all issues to be resolved in that release.
