don't allow blank drawings #15

Currently we allow blank SVG images. We should be able to check the guts of the SVG file for content and return an error if a user tries to submit a blank draft image.

Another option would be to have a "Blank Response" button, or some explicit way to not enter anything (that way we can tell it was intentional).
