Clean up emergency, sticky note, and give banners #1340

The give banner, emergency banner, and give today sticky are all very confusing - particularly around the timing when setting one up. It also seems saving one does not clear the cache.

@DominiqueShu to check with Veronica . @andymuddimer meeting with Kate on when banner should be changing.

Kate and/or Veronica should be in charge of banner content.

@edwoodward will do some documentation on current workflow between the different sticky notes, emergency notes, and give banners.

Ed: If the give banner is always up, should it really be a banner?

Andy will look at this before we do any work on it.

The give banner is outperforming all of the asks on the site. When comparing with other groups (e.g., Khan, Wikipedia), they often leave a header on the top of their site that asks for money (there are examples of a second header that goes up). If we are going to remove the banner, that will reduce funding during that time period it is down. So, I think we need a plan to increase asks in other places. Currently, there are very few asks on the website. In comparing us to Wikipedia, they ask regularly in many places -- and then double down with campaigns that take over the site. The folks who are successful at online giving are regularly asking and regularly A/B testing. We are open to adjusting the banner -- but, just removing it, doesn't seem like a good plan. I think we need a thought-out plan and strategy for testing and continuously optimizing our asks (while not interfering with student learning). We've been in discussions with @DominiqueShu and team on this. I also think we need to loop in Veronica.

@katiafish My thought was that it should be part of every page and not a separate popup. I think the comment above wasn't clear.

@katiafish @DominiqueShu @sbidwell607 hi there - I'm revisiting this card, as this quarter we're trying to optimize give asks in a few different places across the website. would you all be able to review this documentation that Ed put together and confirm expected use of them? then we'll be able to clean up how they operate & hopefully make managing these all a bit less confusing.

Oops, sorry. @4mandaCarr is currently acting on a B2S rotation of give messages on the OSWeb.
