This PR upgrades Wagtail to 6.2 from 5.2 Major release notes: Wagtail 6.0 Wagtail 6.1

This also

begins the removal process for the allies app, which is no longer being used.
fixes some missing migrations on the amazonblurb
improves load times on errata admin views by preloading the book
fixes a sentry error on dev/staging when no resources are available for uploading to salesforce
