html5-to-cnxml: cnx.eoc not copied #94

There are some cnx.eoc tags that are not in copied to html. They are at the beginning of content. What should we do with them?

For example, in m42389 index.cnxml:

They are needed for PDF generation so they need to be stashed somewhere in the HTML and put back in place in the CNXML.
