Mapbox Sat TOS #1402

The Mapbox Sat layer links to the TOS http://mapbox.com/tos/ which states

MapBox grants You a license to use zoom levels 0-12 of the MapBox “Satellite” layer to produce derivative datasets for commercial and non-commercial purposes. Satellite imagery at zoom levels 13 and higher is provided by DigitalGlobe. Producing derivative datasets from DigitalGlobe imagery is strictly prohibited.

Aside from being wrong (not all z13+ is from DigitalGlobe), these terms are obviously incompatible with use in iD. My understand is it's strictly a terms issue and Mapbox has purchased the necessary rights.

The MapBox Satellite tiles used in iD specifically exclude data that we have not yet obtained the license to trace from yet.

If those terms do not apply, then the fix is to link to the correct terms for what iD uses. The bug is still present - the terms iD links to prohibit activities which are done in iD.
