Add wheelchair to shop=health_food #1262

Add wheelchair to shop=health_food. I think this is a basic tag and every shop should have it.

This is being worked on in https://github.com/openstreetmap/id-tagging-schema/pull/1228 I am closing this as it can be tracked there. Additional testing of the preview is appreciated, so we can get this merged soon.
