First I thought this might come from NSI, but I don't see it there.

I am not familiar with the recent work in NSI, but I think this is going a bit too far, isn't it? The operator overwrites the preset in a way that makes the preset a lot less useful…
Is this something to discuss here or in iD or in NSI?
As far as I know, this is how NSI has behaved for years. It made me change my habit, to now search for the operator rather than searching for the thing that you want to map. this makes sense for brands but it can be a bit weird in some contexts:
I was looking for cases for https://github.com/openstreetmap/id-tagging-schema/pull/1347 and found https://www.openstreetmap.org/node/1578857519 which shows up like this in iD:
