Add links to policies to Share tab on homepage #3824

Problem

We allow users to embed OSM onto their website, but don't warn them against abuse (or tell them what we consider abusive levels of use) or tell them what our privacy policy is. This leads to unnecessary questions to legal-questions, We also allow users to download images of OpenStreetMap but don't tell them they need to attribute, or how. This can lead to accidental lack of proper attribution for static images.

Description

Per the OWG call, LWG advocates adding to the right-hand Share panel the following:

  1. Under the embed code, add a link to Tile Usage Policy to the embed section under the embed instructions

    "Tile Usage Policy applies."

  2. Add link to Attribution Guidelines under Download section

    "Images of OpenStreetMap should be attributed per the Attribution Guidelines.

That pre-dates the ToS (the tile use policy did exist IIRC) naturally or else I would have included it at the time, but as @kathleenlu09 suggests alerting users to the restrictions on use before they get started makes far more sense.
