What is highway=emergency and why is Yes a good description for it? As far as I can see from https://taginfo.openstreetmap.org/search?q=highway%3Demergency#tags it's not a tag that is ever used anyway?

Same with highway=highway which seems like a nonsense tag and certainly not one where Busway is the correct description.

Also commit titles should just describe the commit - they don't need the issue number prepending.
