Setup and configure Pagerduty #700

Create accounts, API keys, schedules, priority etc.

OSM was initially granted a pagerduty foundation free tier account, but this unexpectedly expired. Repeated attempts to get the account re-enabled with the pagerduty foundation team have failed.

Attempts to re-engage with pagerduty to get foundation free tier account have failed. We'll look for other options.

We received a surprise contact from Pagerduty asking us if we'd like to join their "foundation" program. We replied, few back and forth with help from @iandees we now have a working free account. 🎊

Statuscake updated to SMS on primary outages of a few services to me.

Initial OpenTofu code is now live + Github action update code.

Integation with Statuscake / Alertmanager still pending.
