Migrate UCL services

We are planning to slowly move away from UCL.

The servers currently at UCL, and their replacements (or lack thereof), are:

ridley	Foundation stuff (civicrm, board/WG wikis, OTRS...), bastion host. Needs migration.	Migrate services to containers (#1028)	Server to be scrapped

pummelzacken is not in use and we've already got a new server to replace it planned.

snap-02 should be kept somewhere - it's more modern than karm - what to do with karm and eddie is probably the real question.

ysera likewise needs to be kept somewhere, or replaced.

sarel is no longer in use other that temporarily for forum conversion testing.

tiamat-11 (and all the other tiamat nodes) is not in use and can and should be scrapped.

I'd keep ysera running in UCL until it reaches end of life.

Proposed plan, with the 4 new HP servers we have on the way:

• munin moves from urmel to naga to share with other things until it dies
• nominatim moves from pummelzacken to new server A
• gps tiles move from noquiklos to the new server B
• matomo moves from eustace to new server C
• prometheus moves from stormfly-03 to new server D
• taginfo moves from grindtooth to stormfly-03 (it has been on a stormfly in the past)

That just leaves the foundation stuff on ridley to find a home for I think.

Migration of matomo to smaug in Dublin is complete.

The new nominatim server in Amsterdam is up and running and pummelzacken has been decommissioned as a nominatim server.

We had not planned to move ysera out of UCL.

We'll be keeping eddie, so I think the machines to be kept are snap-02, eddie, and ysera.

Do we want to move snap-02 and/or eddie to Dublin? I'm okay keeping them in UCL until end of life.

Removing and scrapping the servers is blocked by #1060

We are now able to book collections of old servers from UCL Slough via UCL. Tracking ticket: https://github.com/openstreetmap/operations/issues/1088

Servers de-racked (where applicable) and moved to Good-Out for collection by WEEE recycling company.

The only host left to migrate is ridley which depends on #1028
