Create section for incident reports #90

Now that we have multiple ones, it would be worth creating a section where they can all be viewed.

The section should be a list of reports, similar to how monthly reports are a list of reports. The list could either appear on its own page with a top-level entry on the top menu, or perhaps it could be put under reports. Each report should be a markdown file in its own directory, similar to _posts.
