Railsport's Export tab makes "OpenStreetMap XML Data" unselectable at lower zooms instead of displaying an error #1996

When using the Export tab at lower zooms the "OpenStreetMap XML Data" button will be made unclickable. Instead it should be clickable but display a non-intrusive inline error message telling the user to zoom in.

(In [20162]) When the area selected for export is too large to be downloaded from the API then disable the export button and display a message rather than forcibly disabling that export option. Closes #1996.
