I thought the water_cover proposal was long dead?
I've been tagging some of these things with natural=wetland + wetland=tidalflat + tidal=yes, especially the area along beaches and waterfronts between mean high and low water lines. Example area http://osm.org/go/0Ekr6cWM- here, although resurrecting the water_cover proposal is one alternative.

Resolving as invalid as canvec has fixed up its water representation since this was submitted.
Additionally this ticket was against the old stylesheet and osm.org has switched to the openstreetmap-carto style, which has an issue tracker at https://github.com/gravitystorm/openstreetmap-carto/issues

Major import of canadian governement data (Canvec) with a lot of intermittent water areas.

Examples:
http://www.openstreetmap.org/?lat=50.2095&lon=-66.3944&zoom=12&layers=M : a large coastal bay with intermittent water (could have been tag water=tidal;surface=grass instead of just water=intermittent) delimited by coastline.
http://www.openstreetmap.org/?lat=50.1256&lon=-66.6402&zoom=14&layers=M : a long beach along a coastal intermittent water area (the coastline splitting landform=beach and water=intermittent areas, both having surface=sand).
