Add option "building / ruins / none" in menu when tagging an area #3714

When I tag shop=, =school, =castle, =sports_centre etc. on a building, the tag "building=yes" disappears and the rendering is incorrect. Any castle or church for instance must be tag as a building or as ruins, so a dedicated box would be useful when tagging any area or preexisting building.

Umm... Is this a report of a bug in the rendering (presumably mapnik, but you haven't said) or a request for an enhancement in an editor (if so, which one? potlatch 2?) or both?
