This really needs a decision on what out policy is going to be - to date out policy has been to keep trac in addition to other bug trackers (especially ones like github) because some people object to having to create accounts in other places, especially on proprietary sites.

Well, but what point is it to keep it open if the developers aren't watching?
@math1985 did a good job in moving all open tickets over.
Even if you keep it open, a hint to the current hot spot won't hurt.

Should list also default style bugtracker on github - https://github.com/gravitystorm/openstreetmap-carto/issues
Also, it would be a good idea to remove mapnik from list of available components
