Store aerial imagery preference by string, not number #684

preferences.data.baselayer should be "Yahoo", "OAM", "Mapnik" etc. etc., not 1/2/3/4

I think the idea here was that, when new items are added to the list of available backgrounds, users' stored preferences could be made wrong. What's invalid about that?

Then again, I'm not entirely certain what "invalid" means on trac.
