[BUG] Outline 在界面 resize 后没有动态改变 #857

复现路径（To Reproduce）

  1. 打开一个项目，Activity Bar 默认切换到的是 File Explorer 界面
  2. 让应用界面使用窗口管理工具切换大小
  3. Outline 的那一条没有自动变到底部

预期表现（Expected behavior）

Outline pane 应该自动依附到底部
