Promote facility name and address when submitted by the facility themselves

Overview

When a facility/facility owner submits their facility information through the Claim a Facility feature or through our upcoming single submission form, their input would be promoted to the primary name and address for the facility, once their claim has been verified.

Currently, a facility can submit the correct name and address for a facility but their submission is not necessarily the primary one and it's a lot of work to track and promote these submissions manually. We want to encourage facilities to be the primary source of information about their own factory.

Describe the solution you'd like

After discussing with Justin, it seems like the most likely scenario is that when we create the Single Submission form for facilities to submit and claim, that as part of that flow, once their form has been verified, the name and address submitted through that form is automatically promoted to primary.

QUESTION: Claims are approved before any data is entered, which is contrary to the flow described
