Banner and copy update - donation campaign

2) Add a banner (like the one on staging.openapparel.org)

This banner will display persistently (as on OAR staging); it will message a donation campaign that is loosely slated to run from Nov 25 - ~Dec 31~ Jan 31 2023 (specific dates will not be referenced in the copy; but please keep in mind that we will ask that it be turned of in early January)

Copy (with hyperlink): We’re fundraising! Help us maintain OS Hub as a free platform, accessible to all, by donating to our campaign. Background color: Black Text color: White Font and weight: Darker Grotesque font, medium weight
