Document the SDK capabilities in the top-level README #144

the top-level readme should have a list/table of high-level features and capabilities. it should have the same structure as other sdk/client library repos, so people can compare which features exists in which SDK.

if this matrix is not public how do we copy it then? facing issues in installing opentdf can you please guide with any playbook or bash script so that we can understand and accordingly install it or steps how to install right from install.

can't be done until the docs are made public. moving to defer status.
