feat(sdk): expose GRPC auth service components

this will allow gateway to use the same mechanisms to authenticate to the tagging pdp and trust the tagging pdp certificate

also let the platform drive whether or not auth is enabled: if no platform_issuer is found then we should not crash trying to add auth tokens
