Create solution to debug entitlement / get decision #358

Users are having issues determining how an entity is entitled to data. We've been adding logs to the platform, but this is causing production issues and isn't very usable since the log is extensive.

Acceptance Criteria

develop a POV for debugging entitlement and get decision
remove the log in https://github.com/opentdf/platform/issues/1503
