Switch to new closember.org page

As noted in Slack, a number of elements from the original Closember page are not represented here. Any of those elements that we want to retain long-term, we're picturing including on one or more additional pages on the site, trying to keep the front page light(er).

Here are a few items to discuss/resolve from the working GDoc; let's relocate all of that discussion here, to this PR:

• Leaning less directly on Hacktoberfest in the subhead, via revised copy: "Let's support open source maintainers by closing issues and pull requests throughout November."
• Alternative options for the hero copy:
  • Option 1: Closember 2022 Is Here
  • Option 2: Closember 2022 Has Arrived
  • Option 3: Closember 2022 Is Live
• Can we update the "How to Participate" and "For Maintainers: How to Get Ready" sections to be more skimmable?
  • Perhaps by using bullet points and/or highlighting some phrases?
  • Would it work to add in a set of bullets at/close to the top of each section, and then keep the rest of the text to provide more detail for anyone interested?

Questions:

• @Carreau -- I couldn't tell without deep study of the GraphQL whether the 'Longest open issue' query only returns a single result, or a leaderboard of results...which is it? Thanks!
• @Carreau and/or @trallard -- The old page said to contact connect@quansight.com if someone wanted to learn more about sponsoring Closember. Is this meant as fiscal sponsorship? Or more along the lines of partnership in running the event? Or, something else?

Action items other than copy review/edits:

• [x] @irinafumarel has a first draft of a new hero; that needs to be added before merge
• [x] @irinafumarel is also going to put together a favicon; that needs to be added also
• [ ] Determine if CC-BY is a suitable license for text and art (@irinafumarel, are you ok with CC-BY on your hero &c.?)
• [ ] Determine the correct rights/license statement for the Quansight/OpenTeams/FairOSS logos

Here's a copy of the page as-built at the time of creation of this PR: index.zip

The images are now directly base64-embedded into the HTML, so downloading, extracting, and opening this index.html in-browser should render as it'll appear on the web.

Thanks, that is great. A couple of questions/notes though.

• Should we turn the header/footer background to transparent ? They are the only 2 grey things.
• I want to be careful framing in against/WRT hacktoberfest, especially since we are not hacktoberfest organisers.

Licensing language chosen for now; we can re-evaluate if it's not as it needs to be.
