Fix query strings for xhtml themes
Make the commotion/splash page independent of its parent
Show apps link only if commotion-apps is installed

Thanks for the contribution @tahini! Everything worked fine, except for the check for the commotion-apps dependency (the package is now called luci-commotion-apps instead of commotion-apps). I made an updated pull request here: https://github.com/opentechinstitute/luci-commotion-splash/pull/11
