App portal: change language about "periodically check connectivity" #422

Currently, in the settings page for the apps portal, one of the checkboxes talks about periodically checking connectivity of apps. This is not accurate; the URI of the app is only checked for connectivity upon submission. The form field text should be changed to reflect this.
