Please add vpc peering function (create/list/remove/...) to the otc tool.

Right now this seems only possible with the GUI or by directly using the API.

Andreas, I was hoping to get a pach or pull request from you ... Anywway, I have implemented otc.sh vpcpeer functionality now in 0.8.30 ...
