new options for 'ecs delete' --keepEIP default: delete EIP too --delVolume default: delete only system volume, not any volume attached
added 2 subfeatures to 'ecs create'
- set external IP explicitly
- allow to mount of specified external volumes as given devices
new feature 'evs attach'
new feature 'evs detach'
changed some white spaces
