Bootstrap docs #75

Maintain docs with Sphinx, since this is how we do it normally.

This our current standard. I would suggest we do not maintain docs folder (or even drop it for now) until we figure out how (and whether at all) it will be necessary for integrating into vault docs. Even for donating this to OpenStack community "doc" would be preferred
