Merge `staging` into `merge-async`

This PR contains the changes:

• merge staging into merge-async
• import cleanup, optimization, refactoring
• fix utils, fix tests/unit_tests/extrinsics/test_*.py
• replace retry.retry to tenacity.retry for extrinsics/serving.py
• cli and bittensor/commands tests marked commented with additional TODO: fix after commands and cli are async migrated
• fix async sync function call in bittensor/metagraph.py
• fix metagraph.py merge and async + tests fix

NOTE: All commented tests marked with # TODO: fix after commands and cli are async migrated
