Active is a misnomer , and we need to think about it .
It reads the last active slot from subtensor , which marks the last time the neuron set weights . Miners dont set weights , so its pretty much just a list of active validators , which being active means you have set weights in the last 5K blocks .
tbf , maybe just better UX around it, as we can infer that active means active validators
