InventoryTransfer.csv External Identifiers #25

In InventoryTransfer.csv there are three "ExternalIdentifier" type columns.  For the Supply side, column C is not known, so should they leave it blank?  For the Demand side, will we be expected to populate these fields with the landed identifier and basically upload the same data?  Is the Operation an INSERT or is it now considered an UPDATE because the sender has created the record?

For the third ExternalIdentifier -- is that from the Supply side or the Demand side? Or do they each make up their own? How will the LCB reconcile this for accurate reporting?

@djbusby Did you figure out the answers to these questions? I'm also a bit confused as to what ToInventoryExternalIdentifier and FromInventoryExternalIdentifier mean
