Missing Error Email, Duplicate Error Email #34

I've uploaded two files

area_AF0E72B77C_01FPZCZ7V5Z21STJ8GXAB4D7WV.csv and area_AF0E72B77C_01FPZCZ867TETZCPFNM4E0B0NK.csv

Both files have some canary text in them that should trigger an error response, for at least one line.

However, rather than two unique error message emails I get the same email message, twice. And it's only about the second message -- as if the first one is dropped.

It's a concern because, the first file as some INSERT commands and the second is an UPDATE -- which fails because the first file is apparently dropped/lost.

I've observed this issue again this morning.  Where two files were submitted; and two emails came back -- but the attached error documents where exactly the same -- and only for the second file I submitted -- it's like the first file is lost.
