What Timezone for Data Reporting #52

The time formats used in the uploads are very US centric (MM/DD/YYYY) and also use 12 hour clocks. But no mention of the time zone is given. This is, of course, why most systems use things like ISO or RFC3339 -- but since we're ignoring standards here, I suppose all times should be reported in Washington time ?

In the future, if we allow interstate commerce this could become a problem -- as our neighbor states have different time rules that we do -- so how would that be handled?

Yes, reporting needs to be done in Washington time which would be either PST or PDT depending on the time of year.

America/Los_Angeles
