Manifest PDF Scrambles Manifest ID #60

When uploading a second copy (INSERT) of a manifest; and a new PDF document is generated then the Manifest ID as a number appended.

It's odd because I've done this INSERT twice (should have been duplicate) -- both generated a PDF manifest -- but the second one has an -2 appended name.

Nope, false positive -- was LCB re-uploading some of our test files in their account (but emails to us)
