Empty Error Files #65

Some uploads -- and it's impossible to tell which ones -- come back with a ManifestDetails.csv file that is only a header -- no error rows at all.

From the LCB today:

We were able to replicate the issue in our testing environment, and applied a fix.

We’re scheduled to release the fix for Empty Error Files issue to PRODCUTION on Monday.
