fix gradle project sync issue

Unsupported Java. Your build is currently configured to use Java 17.0.7 and Gradle 6.5.

Possible solution:

I do have a https://github.com/openthread/ot-commissioner/pull/245 to upgrade it to 8.2.2. But I ran some runtime issue with the code, need to have a local test
