Paralyze condition is not 100% #613

On Global Tibia, when you get a Paralyze condition, your speed is fixed in a value, and independent such u have a equipped item, or not, your speed will be that! This video show that happens when i equip a boh, when i'm paralyzed, my speed not change. https://imgur.com/XH6qDE2

the formula for paralyze condition has a couple parameters.. in some of them you can tweak to make the reduction % based or fixed value based. If you make a callback to get player speed and apply a reduction based on that should do the trick!

But, I'm not sure how it is in global, I remember when I was paralyzed low level it felt worse than in higher levels where my speed was higher.
