[Enhancement][Request] Sample for implementing Captioning/Transcription/Subtitles #184

This request is for a Sample for the use case of captioning/transcription/subtitles. See https://www.w3.org/WAI/media/av/captions/.

As a low lift alternative, adding a section for recommended libraries/approaches for advanced use cases in the README might be a good start.
