OPENTOK-47932: Android video samples using Camera2 custom capturers are not compatible with 1080p

What is this PR doing? Fixes VideoCapturer so it reports the right resolution just after construction.

How should this be manually tested?

OpenTok SDK version: 2.23.0

Set-up:

Create a session on an API key with simulcast set to enabled
Modify BasicVideoChat native SDK sample, configure the publisher for 720p or 1080p resolution
Activate the debug logs on the SDK to see low level debugging messages
Subscribe from playground or other application

Validate:

On LogCat search for "Simulcast streams:". Validate if publisher uses simulcast with 3 layers.
