This PR will revise the Terms of Use of both OpenToonz and GTS as follows:
Added a term that users under 19 years old shall be with prior consent of their parents. (In premises)
Added a rule in case of suspension or termination of the service. (In article 6.2)
Clarified rules when we will revise the terms. (Added article 8)
Added conditions for assignment of the status. (Added article 9)
Some changes were made reflecting the coming amendment to the Japanese Civil Code next year.
Spanish translation of the revision is already included in this PR based on the one of KumoWorks done by @gab3d . (Thank you, @gab3d !)
